Former survivor kar skate hai.. ek illiterate and dusre literate me... Baki do illiterate jointly both krsakte hai

 

We can issue a cheque book but only the literate account holder will be able to withdraw via cheque

 

It can be opened. If they are signing in local language or thumb impression a letter or declaration to be taken as they have been informed about the schemes , charges and all other terms and conditions in their local language and the was understand by them.
