Sir , if a person somehow is unable to appear for Prelims will that attempt still be counted under

Sir , if a person somehow is unable to appear for Prelims will that attempt still be counted under total limit of 6 attempts ?

 

sir I have already appeared twice for this exam and couldn't clear it ... the issue is that I am currently employed in a psb and my current preparation I feel is not upto the mark as it should be for the exam given the competition it involves . so I was wondering whether it would be right to appear for the exam or may be try next time with proper preparation instead of wasting this attempt without proper preparation?
