he is not entirely wrong and you have to deal many things but remember "with great power comes great responsibilities"
Also guys dont feel bad about the number of vacancies in excise this year. We are just filling the spots left vacant by the previous CEIs who got promoted to superintendents. 5000 new superintendent posts have been created and the superintendents from excise have better chance to get promoted to ACP when compared to po,examiners(even if you include numbers)

Excise should be back to normal. Income tax and AEO should go up from what I have heard. Unless 2015 vacancy list waits for 2014 nominations completion. In that case will get a boost again since many people are not interested in taking excise
